Privacy impact assessment summary for the Office of the Privacy Commissioner of Canada Youth Council
Description
The OPC’s Strategic Plan 2024-2027 includes plans to engage with youth for informed education and outreach, as well as to set up “meaningful engagements and partnerships that increase reach” and to achieve “positive changes among organizations, parents/caregivers, and youth to uphold children’s right to privacy.”
In line with its Strategic Plan, the OPC is establishing a Youth Council (YC) to help advance the Office’s strategic priorities, support its stakeholder consultation and public education functions.
The YC will undertake activities such as:
- Assisting the OPC in better understanding youth related audiences, including perspectives on privacy risks and issues they face.
- Providing advice on the OPC’s messaging and materials intended for young people to enhance the effectiveness of messaging.
- Helping the OPC to develop formal processes for when young people contact our office (either through the info centre or through intake).
The YC will be comprised of seven individuals between the ages of 13-17 from across Canada. YC members will be selected for two-year terms.
Why a privacy impact assessment was completed
Personal information is being collected and used for an administrative purpose (meaning as part of a decision-making process that directly affects the individual).
Additionally, given the personal information of youth is being collected, the OPC wanted to ensure a privacy impact assessment was conducted to develop a comprehensive assessment of the privacy risks and to inform any recommendations to mitigate any identified privacy risks to an acceptable level.
