Gender-based Analysis Plus
Section 1: Institutional GBA Plus governance and capacity
Governance
To build and maintain a GBA Plus capacity, to date, the Office of the Privacy Commissioner has designated a Champion (senior executive) and a co-champion, forming the GBA Plus co-champion network, to raise awareness and disseminate information across the organization. This co-champion network has actively engaged in numerous discussions on integrating GBA Plus into both internal and external services across the Office, and participates in government-wide working groups.
To support the co-champion network and ensure GBA Plus implementation, a working group with representatives from all directorates has been created. One of the goals of this working group is to promote GBA Plus as a community of practice. A framework is also in place to inform the integration of GBA Plus into the work of the OPC.
Capacity
The OPC values diversity and inclusion to deliver the highest quality service to Canadians and ensure full participation from its employees, clients, and stakeholders in its activities and mandate. The Office acknowledges the importance of GBA Plus in understanding the impacts of its programs and services to achieve better outcomes, and it supports its implementation throughout the organization. To build departmental capacity, GBA Plus training from Women and Gender Equality Canada has been added to the recommended training in the employees’ learning roadmaps.
Recognizing the need for data-informed, evidence-based analysis, the Office will build on work undertaken in the last year to identify opportunities to apply a GBA Plus lens to its programs and services. This will include finalizing and commencing the implementation of a GBA Plus data collection plan in line with the OPC’s GBA Plus Framework, that is focused on supporting the OPC’s understanding of the potential impacts of its programs and services on the public it serves, and ensuring that these programs and services are responsive to the diverse needs of Canadians.
Human resources (full-time equivalents) dedicated to GBA Plus
0.30 FTE
As a small organization, the OPC’s capacity to implement GBA Plus is very limited.
The calculation of estimated FTEs is based on the organizational collective efforts dedicated to finalizing and commencing the implementation of a GBA Plus data collection plan, as well as work to meet specific GBA Plus corporate reporting requirements throughout the year, and to participate in the GBA Plus interdepartmental committee meetings.
Section 2: Gender and diversity impacts, by program
Core responsibility: Protection of Privacy Rights
Program name: Compliance and Promotion Programs
Program goals: Activities related to addressing existing compliance issues fall under the compliance program, while activities to bring departments and organizations towards compliance with the law fall under the promotion program.

Purpose and objectives of transfer payment program: This program exists under section 24 of the Personal Information Protection and Electronic Documents Act (PIPEDA). This section states — among other things — that the Commissioner is authorized to take any action that is appropriate to promote Part I of the Act. In accordance with PIPEDA, the goals and objectives of the Program are to:
- Capitalize on the existing capacity of not-for-profit organizations, such as academic institutions and civil society groups, to generate new knowledge and support the development of expertise in selected areas of privacy and data protection.
- Increase awareness and understanding among individuals and organizations of their privacy rights and obligations.
- Promote uptake and application of research results by relevant stakeholders.
Expected results:
Immediate outcomes: increased and enhanced sharing and dissemination of information, knowledge and best practices.
Intermediate outcomes: increased and enhanced policy development capacity; increased and enhanced public awareness.
Ultimate outcomes: enhanced privacy legislation, regulations, policies and practices. Improved individual (public) capacity to guard against threats to personal information.

General targeted recipient groups: Non-profit organizations including consumer, voluntary and advocacy organizations, educational institutions and industry and trade associations.
Initiatives to engage applicants and recipients: While not required to conduct an independent evaluation of our program given its small size ($500K), we plan nonetheless periodically to evaluate the Program independently. Through these evaluations, we will engage applicants and recipients with a view to obtaining their perspectives on the strengths and weaknesses of our program, and how we may improve it going forward.
